The role

The Head of Facilities & Property provides strategic leadership for APRA’s national property, facilities and physical security portfolio, playing a critical role in shaping our property strategy to ensure it aligns with organisational priorities, risk appetite and long-term workforce planning. You will lead a multi-disciplinary team responsible for facilities operations, asset management, physical security, vendor performance and national service delivery, and will provide highlevel risk, governance and strategic advice to senior executives.

 

The team

The Property, Facilities and Physical Security function sits within the Finance and Operations Branch of the Chief of Staff & Enterprise Services (ChES) division. ChES provides organisation wide governance, corporate services and enterprise enablement, supporting APRA to deliver its prudential regulatory mandate.

 

Key responsibilities

  • Provide enterprise leadership for APRA’s long-term Property and Accommodation Strategy, setting the strategic direction for the national portfolio and overseeing the annual accommodation plan and its integration into corporate strategy and workforce planning;

  • Advise the Executive team as APRA’s senior authority on property risk, physical security, capital investment and accommodation planning, shaping decisions that impact organisational resilience, operational readiness and future workforce needs;

  • Exercise executive oversight of national facilities management, physical security and workplace experience, ensuring APRA’s environments are safe, contemporary and enable effective regulatory operations;

  • Provide stewardship of APRA’s property and facilities project pipeline, including major multi-year and multi-site programs, ensuring investment decisions are forward-looking, risk informed and deliver organisational value;

  • Establish and maintain governance frameworks and risk based decision-making standards for capital works, asset renewal and infrastructure investment, ensuring transparency, accountability and disciplined execution;

  • Oversee strategic asset lifecycle management and long-term maintenance planning, ensuring assets remain fit for purpose and financially sustainable over the long term;

  • Oversee APRA’s formal external responses, ensuring submissions to Questions on Notice, FOI requests and Finance enquiries are accurate, timely and defensible;

  • Provide executive oversight of property and facilities budgets, shaping long-term capital planning, financial forecasting and investment prioritisation;

  • Build and maintain trusted relationships with senior leaders, government partners, landlords and external providers, acting as APRA’s senior liaison and ensuring alignment on strategic priorities and service expectations; and

  • Provide strategic leadership to a multi-disciplinary national team, setting direction, building capability and ensuring the function evolves to meet APRA’s future needs.

 

About you

  • Extensive experience leading large or complex property, facilities or corporate real estate portfolios, ideally within government;

  • Expertise in property strategy, capital works governance, asset management and workplace transformation;

  • Strong understanding of Commonwealth Procurement Rules, WHS legislation and public-sector governance frameworks;

  • Demonstrated ability to influence senior executives and lead strategic decision making;

  • Proven success leading multi-site operational teams and managing high value vendor and contract arrangements;

  • Highly developed communication, negotiation and stakeholder management skills; and

  • Ability to operate effectively in complex, ambiguous environments, exercising sound judgement and enterprise thinking.
