The role

The Facilities Manager is accountable for operational oversight of facilities management services across APRA’s national property portfolio. Reporting to the Head of Property, Facilities and Physical Security, the role leads the delivery of facilities management, selected property projects and associated corporate services to ensure APRA’s workplaces are safe, compliant, inclusive and fit for purpose.

The role manages property and facilities projects up to $2 million and acts as the delegate and escalation point in the absence of the Head of Property. The Facilities Manager delivers enterprise outcomes through strong service delivery and management of internal stakeholders and external providers.

 

The team

The Property, Facilities and Physical Security function sits within the Finance Branch of the Chief of Staff and Enterprise Services (ChES) Division. ChES has responsibility for enterprise-wide stakeholder engagement, governance, strategy and corporate services that enable APRA to deliver on its regulatory mandate.

The Facilities Manager plays a leadership role within this context by ensuring that APRA’s property and facilities portfolio is managed in accordance with the vision and priorities set by the Head of Property, Facilities and Physical Security and in compliance with regulatory frameworks.

 

Key responsibilities

  • Act as the operational lead for property and facilities matters, managing budgets, assets and team resources efficiently;

  • Contribute to medium to long-term planning across all sites aligned to APRA’s workforce and property strategy;

  • Lead the coordination and delivery of facilities management and associated corporate services across APRA, ensuring service quality, business continuity and value for money;

  • Manage contracted service providers, ensuring performance, compliance and outcomes meet agreed service standards and government requirements;

  • Audit and oversee planned and preventative maintenance programs, workplace inspections and compliance activities;

  • Oversee property and facilities projects up to $2 million exercising sound judgement and risk-based decision making;

  • Ensure assets, facilities and workplace environments support safety, accessibility and operational effectiveness and comply with Workplace Health and Safety Legislation;

  • Actively monitor, mitigate and close risks in accordance with APRA’s risk management framework;

  • Draft accurate, timely and defensible responses to Questions on Notice, FOI requests;

  • Represent the Property and Facilities function in enterprise forums, including Workplace Health and Safety, DEI and other internal governance groups, as required;

  • Partner with internal stakeholders, including Legal, People and Culture and business divisions, to resolve lease, accommodation and workplace matters;

  • Build effective working relationships with external providers;

  • Provide day-to-day leadership, direction and performance management for Facilities team members; and

  • Model APRA values and leadership behaviours, supporting capability development and succession within the team.

 

About you

  • Considerable experience leading facilities portfolio and property or construction projects;

  • Strong working knowledge of Commonwealth Government Procurement Rules and public-sector governance frameworks or demonstrated ability to quickly learn and adapt;

  • Strong knowledge of WHS Regulations and legislation as it is applied to Facilities Management;

  • Strong stakeholder management skills, with the ability to influence and engage credibly with senior leaders, internal partners, and external providers;

  • Well-developed written and verbal communication skills;

  • Proven ability to operate effectively in ambiguous or evolving environments, applying sound judgement, and remaining outcomes focused; and

  • Relevant tertiary qualifications or equivalent professional experience.
